Inform the applicant of missing documents and/or alternative processes

If your organization's document requirements are not met, steps are taken to obtain missing documents or to offer an alternative process to an applicant who is not able to meet the document requirements.

For internal procedures:
  • Note missing documents/information, with the exact terminology used within the context of the issuing country;
  • Update the organization's internal information systems, to reflect the status of the application.
For the applicant:
  • Provide an update on the status of the application and outline the next steps;
  • Provide informal advice on how to obtain the missing documents/information and meet document requirements, when possible;
  • Offer an alternative process that differs from the regular procedure, based on the criteria and policy on exceptions to the document requirements, such as:
    • assisting the applicant in obtaining missing documents by contacting relevant organizations, in accordance with legislation in:
      • Canada (e.g., Freedom of Information and Protection of Privacy Act – FIPPA); and
      • the issuing country.
    • continuing to process the application, conditional to receiving official documents at a later time in the process;
    • conducting prior learning assessment and recognition (PLAR), based on:
      • non-formal learning; and
      • informal learning.
    • accepting affidavits and documentary evidence from sources other than the issuing educational institution (e.g., in the case of refugees and/or displaced persons without proper documentation).
